Kaiu was name-dropped as a prominent member of the Seidou but I think that was it.

is listed under Char Creation options, so I guess he did create a family!
The school is also called 'Kaiu Engineer', I'm guessing officially.

I see the confusion, it looks like they are noted as a school, but not as a family in the daimyo list maybe an oversight since no one really played them.
