I mean.... Shirayuki/Saruko is a social MACHINE and ended up marrying Togashi, plus the Dragon are close to the Imperial Families so they show up to a lot of courts, while the Crane have spent a lot of time with Doji and Yuzuru bickering about customs
Also, given Dragon philosophy, it kind of rings true to me that they'd know how to talk to non-samurai better than the Crane or Scorpion would...

I dunno, looking at Saruko's teachings and the majority of the Ayakashi joining in, I'd say they're pretty good at talking to fellow folks no matter their station in life. We're still in the first generation of new folks born into the new Empire being in their late 20s, so most are probably still former tribal folks.
