My understanding is that before that ruling a LOT of people made their rolls like that. It would be a lot to go through every single roll that everyone's made during 6 events+the DoT. I would like to trust people to reroll if they need to, or if you would like to make a list, I'll split it between ...

One perhaps obvious note- with an Earth of 3, and an ATN of 40, accuracy will be more important than raw damage, and trying for maneuvers which require Raises will be difficult.
