I dunno, looking at Saruko's teachings and the majority of the Ayakashi joining in, I'd say they're pretty good at talking to fellow folks no matter their station in life. We're still in the first generation of new folks born into the new Empire being in their late 20s, so most are probably still former tribal folks.
