Luckily Sora was swinging 9k4 at a starting ATN of 5, so the fuckup in notation didn't matter too much :?

I mean... that is literally the rules as written? An attack roll is a Skill Roll. Attack rolls don't magically overcome the normal limitation of raises.

EDIT:
Core Rulebook pg. 79 (Book of Earth)

RAISES
A character can make a maximum number of Raises per roll equal to his Void Ring. A character with Void 2, for instance, can make 1 or 2 Raises per roll, but not 3. Some mechanical effects grant a character Free Raises. These give the benefit of having made a Raise without actually increasing
the TN of the roll in question, and do not count toward the maximum number of Raises that may be made per roll. Free Raises may also be used to reduce the TN of the task being attempted by 5 instead of augmenting the roll in the same way as a normal Raise.

I'm gonan wait on GM ruling, and if Sora can't called shot the neck, guess we'll say it was for extra damage and get on with our lives.

This is why Great Potential is almost the only way you ever see anyone using the Extra Attack maneuver for 5 Raises. :geek:

That is unfortunately the rules there. Raises on any skill roll are limited by Void. As mentioned great potiential is usually the only way you see the higher raise maneuvers, that or free raises since those don't count toward the cap.
